Summary
The Telecommunications Specialist is responsible for maintaining communication systems. This position is governed by state and federal laws and agency/institution policy.
Typical Functions
Oversees the work of subordinate employees by establishing work schedules, assigning specific duties, interpretation of changes in laws, policies, and procedures, and monitoring and reviewing work output. Instructs users and staff on use of telecommunications equipment. Maintains account billing information, records, and logs related to telecommunication operations on computer database. Participates in departmental budget planning, determining communication needs, and making procedural changes. Assists instructional staff in distance learning and technology training classes, workshops, and seminars. Performs duties of a telecommunications operator by receiving and transmitting messages. Performs other duties as assigned.

Knowledge, Abilities, and Skills
Knowledge of operating procedures used in telecommunication operations. Knowledge of Federal Communication Commission rules and regulations related to telecommunications. Ability to demonstrate the operation of telecommunication equipment. Ability to supervise subordinate employees in a telecommunication operation. Ability to maintain communication records, logs, and budget information.
Minimum Education and/or Experience
The formal education equivalent of a high school diploma; plus two years of specialized training in communications or related field; including one year in a supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
